Cannot flip vector image horizontally or vertically

Hi all,

I created a vector image that I want to copy and flip horizontally to mirror the original vector. I cannot get the vector to flip. Under Style the Flip Horizontally and Flip Vectically options are greyed out. When I go in to Item>Modify and select the Flip Horizontal and Flip Vectical buttons, nothing happens.

Are there any other options I have? I don't know what is going on. I have QuarkXpress9.
