Full-screen image resolution too low?

Hello: Our publication accepts ads as .pdfs for the print book. The ads must then be rasterized and used in the tablet version. I'm able to rasterize half-page ads and smaller at 144ppi and text is crystal clear on retina screens. Full-page ads at 144ppi, however, look awful for some reason. I've tested by rasterizing at 72, 80, 91, 100 and 144ppi, .pngs and .jpgs, with no luck. On retina screens, smaller text in full-page ads is illegible. (In Photoshop, everything is crystal clear.) My guess is that upon export, Quark is bumping resolution down to 72ppi on full-screen images that are 144ppi, but not half-screen images? How do I get a full-screen image to display at 144ppi? Thanks.
