Issue opening older files in QuarkXPress 9.5.4

I am trying to open a bunch of old files last saved in Quark 3.3 in QuarkXPress 9.5.4. Quark Xpress 9.5.4 (and an older Quark 6.5 on another computer) is unable to open these, just spinning the beachball forever. I dredged out an old OS 9 Mac and resaved the files in Quark 4.1, and again in Quark 5 formats and none of the resaved files open in newer Quark versions. I have other Quark 4 and 5 files that open without issue (even if I no longer have the fonts that were used) and I am thinking there may be a bug in the file open routines affecting some older files.
